WHO YOU ARE
This position will perform contracts management staff member with contract responsibilities on a highly classified programs within the franchise area of the Undersea Warfare submarket segment Under Sea Warfare (USW) within the C6ISR market. These responsibilities include contracts support and management from capture phase through the proposal phase, including proposal negotiations, contract award, and all phases of contract administration in support of franchise programs within USW. This position is based solely out of Manassas Virginia, but work from home may be permitted as needed.

Proposal Preparation and Coordination:
Review and evaluate customer Requests for Proposal (RFPs) for new business efforts and/or modifications to existing contracts.

Provide contractual recommendations, conduct risk assessments, and create risk mitigation plans, and propose alternative approaches to contract execution through contract language revisions.

Coordinate proposal generation and submission, collaborate with other functional areas to investigate and reconcile significant contract changes that frequently impact cost, schedule, technical specifications, etc.

Contract Management and Negotiations:
Collaborate with associated functional organizations and customers to ensure conformance with contractual obligations, remain cognizant of potential or existing problem areas, and implement required corrective actions as needed.

Develop and apply advanced contractual concepts, techniques, and standards to assigned duties.

Develop and apply solutions to complex problems which require a high degree of ingenuity, contractual creativity, and innovation.

Continuously evaluate and oversee contract performance.

Create and maintain enduring relationships with internal and external customers to facilitate timely and transparent communications to facilitate future business growth.

Ensures final contract documents are consistent with agreements reached at negotiations.

Contract Closeout: Ensure timely contract closure by initiating closeout activities as required by terms and conditions. Create contract closeout schedules and coordinate with functional areas to drive closure of administrative tasks as required by company policies and federal regulations.

Basic Qualifications:
6 - 10 years experience leading various contract negotiations

Experience with domestic competitive contracting

Expert knowledge of contract closeout processes and procedures

Proficiency with Microsoft Office & Teams Applications (Excel-pivot tables, macros, charts, import/export, PowerPoint-storytelling, data, charts, import/export, Outlook-calendar management)

Extensive knowledge of the FAR/DFARS Contracting as well as effective negotiation and problem-solving skills

The candidate must have an active Secret clearance with the ability to obtain a Top-Secret clearance and be able to work in classified spaces.
Desired Skills:
Advanced degree and professional certifications (e.g. CPCM, CFCM, CCCM) a plus, but not required

Significant experience with Executive Proposal Process (EPP)
Contracts leadership on multiple programs and/or business units

Experience with USG (FAR/DFARS) in all aspects of the contract life cycle including proposals, administration, and close-out.

Experience with Multiple USG Contract Types (FFP, FPIF, CPIF, CPFF, etc.).

Strong business acumen with the ability to clearly recognize risk elements in business transactions, providing governance to the program team in carrying out the terms of the contract.

Excellent verbal and written communication skills.

Ability to make effective presentations to senior leadership.

Ability to multi-task in a fast-paced team environment and work well under pressure.

Possess effective relationship-building skills with peers, leadership and customers.

Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
