About this Role:

Under the general direction of the Special Projects Unit 1 (SPU1 Chief, a Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) provides technical and analytical support for, and assistances with the development and implementation of complex policy recommendations that are consistent with the Department of Health Care Services' (DHCS) core values and are critical to achieving DHCS' mission and vision as they relate to the delivery of quality behavioral health services, including the California Advancing and Innovating Medi-Cal (CalAIM) behavioral health initiatives. The Special Medi-Cal Projects Branch (SMCPB) oversees multiple behavioral health components of California Advancing and Innovating Medi-Cal (CalAIM) designed to support whole-person, integrated care; move the administration of Medi-Cal behavioral health to a more consistent and seamless system by reducing complexity and increasing flexibility; and improve quality outcomes, reduce health disparities, and drive delivery system transformation and innovation through improvements to behavioral health policies and the launch of behavioral health payment reform. Minimal of 5% statewide travel.

This position has been advertised as limited term and is expected to last 12 months. This limited term may be extended up to 24 months if supported by workload or may become permanent if workload becomes permanent.

Telework Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). The temporary salary reduction percentage and the number of PLP2025 leave credits are based on the position’s associated bargaining unit.
